Look at it this way: The base 10 system implied that for a number 3142, it has a value of 3x10^3 + 1x10^2 + 4x10^1 + 2x10^0. To convert into another base number system. You have to follow the same format. For the first one you would get:

1. 3x5^2 + 2x5^1 + 1x5^0 = 86, so 321 for base 5.
and
2. 1x2^4 + 0x2^3 + 0x2^2 + 1x2^1 + 1x2^0= 19, so 10011 for base 2
The trick is finding the highest digit or the largest power for the base and keep on finding the integral quotient of the next lower power.
The rest of the answers are:
3. 147 base 10 => 93 for base 16.
4. 12886 base 10 => 31130 for base 8
