Well a nebula is a composition of large amounts of gas, and they do not act as one entity in general relativity as they aren't part of the same mass and aren't attracted heavily to each other. So it would be unlikely for a planet to be 'orbiting' a nebula. But there are stars in nebulae, nebulae are where stars are 'born'.

Well, it depends what you mean by Nebula. The dark cloud L134 is only about 300 lightyears away, and has some not-very-interesting-looking nebulosity associated with it. The Taurus molecular clouds are a little more distant, and have lots of little glowing patches and reflection nebulae, nothing very spectacular.
The Great Nebula in Orion is not all that far away (1400 light years) and is about as spectacular as they come.
