They are Santa Ana winds. When high pressure builds up over the Great Basin, that is, the area between the Sierras and the Rockies, this blocks the usual sea breeze in California. If the pressure differential between the Great Basin and the ocean off the coast of California is great enough the wind actually blows in the opposite direction from the east or northeast toward the coast. This wind blows in off the desert and is very dry and sometimes very strong as well.
