They did not meet untill Superman is an adult and Supergirl had been in suppended animation. They are closer than Superman and other heroes but not as close as many cousins who have known eachother their whole lives.

There was acutally a comic back in the 1960's where he gave a speech on how beautiful she was but they are cousins and they can't marry.
Truth to tell I think he was trying to talk himself out of it more than the speech being for her benefit.

they didn't grow up together so they're not that close, but they are friends. they understand each other.
