I would point the finger at Maximilien Robespierre.
The Reign of Terror (5 September 1793 – 28 July 1794)
was a period when the French Revolution became more radical, and there were mass executions employing Dr. Guillotine's pain saving, humane device.
It is generally associated with Maximilien Robespierre and Georges Danton. Why did the Revolution become more radical? - - Because there were rival factions trying to fill the power vacuum as the heads of the aristocracy tumbled - literally.
On July 27, 1794 there was a coup by a different revolutionary faction which resulted in the execution of key leaders of the Reign of Terror: Saint-Just and Robespierre. The Terror took the lives of between 18,500 to 40,000 people. No precise records were kept.

Madame Du Farge dropped some stitches, and it was "off with their heads" after that. Actually the French peasants got fed up with having no food while the hoi polloi were eating cake, so they revolted. The Reign of Terror WAS pretty revolting to royalty and to many others who were decapitated, for in time everybody got into the act. A bit of history in a nutshell, though I'm not sure your professor would approve.

I add that France had just declared war against her neighbours, and Britain had joined in against her (1792). Usual paronoia of a revolutionary state, killing her own citizens same way Stalin did in 1940s.

I'm sure it was because of some radical revolutionaries mixed with no certain leader. Also there was a lot of chaos during the revolution.
