Here's a way to think about the decision of what to choose for stems.

Leaves are always single digits. so with 3-digit numbers, you have two choices:

1) round or truncate to two places and use 1 digit stems
2) use two-digit stems and the remaining digit as the leaves

If you use the first option, and if the remaining numbers are similar to the ones you showed us, then you would end up with a stem and leaf plot that has only 2 rows: 4's and 5's.. Not very useful

So go with two-digit stems.

44
45
46
47
etc

For the second part, you have to choose classes like
450 to 499
500 to 545
550 to 599
etc

the ones i chose are probably way too wide to give an interesting picture. You choose your own. and then the answer to part (c) will depend on which classes you chose.
