The more I think about it, the more I think social behavior might encompass more controversial topics than the other as a package. So many things fall under social behavior.. the idea of nature, vs nurture or the theories attempting to explain human emotional manifestaions like anger and violence. It can also include, political behaviors as well as demonstrations of love toward oppsosite vs same sex genders. I think as a package, it might include the most controversial topics.

If you're looking for the most controversial, it would have to be the ongoing research going into finding out if a person is born homosexual or if it is learned/chosen behavior. Also, a linked topic is the belief that their are actually 7 sexualities/ genders as opposed to the prior believed two of heterosexual and homosexual/ male and female.
