My car is making noises like a load industrial machine or a train. I checked the dipstick and it was only 3cm up. Could it be that the noise is due to low engine oil ?

Why not just go ahead and top it off, just because.
If it stops, chances are the two were connected.
If it doesn't stop the noise, at least you've got adequate oil in it.

if the dip stick showing oil at least you are not out of oil engine life depends on topped off clean oil first thing you might hear when low on oil are the tappets ticking if connect rod bearing are worn you will hear a hammering noise metal baning on metal if you are lucky maybe the starter is hanging up

maybe .. top up the engine oil and see if the problem goes away

If it sounds like RAGGA RAGGA RAGGA then it sounds goosed!
Check your levels more regularly in future!( and I don't just mean the oil)
