Cheap and good just don't go together with condensing boilers, use Worcester or Vaillant, and an accredited installer, you get a better guarantee that way, you won't save a lot by buying your own boiler either. P.S. The ratings rich is on about are for efficiencies only, which only vary by 0.4% in the top ten, they do not give quality and reliability ratings.

It is hard to get good and cheap. The best thing to do is decide on the brand you want and then get 3 or 4 quotes for it. For a comparison of brands try the brand ratings page at www.hvac-for-beginners.com. Then after you have decided on a brand go to the web address provided and they usually have a list of approved engineers.
