Not a lot except appeal if you have grounds but while most authorities do give some concession time 5 or 10 minutes for loading or unloading it just a concession not a right so the fact is was only 3 minutes is not grounds for an appeal. Also different authorities have different policies. I know from experience that Hillingdon council's policy is to send out a standard letter on every appeal no matter what it is and you need to go the court to deal with it
Ignore greybeard's advice they do follow them up

I assume you parked illegally and spoke to the traffic wardens driver/companion about this then the traffic warden gave you a ticket...?
1 - appeal the ticket - they will freeze it until the decision is made but this costs the council money.
2- you can't pay it in pennies because anything over a pound in pennies is NOT legal tender and the bank/council will not take it.
3 - traffic wardens do not have to wait to give you a ticket - they used to have to give 5 mins but not any more.
there is a website that can help the link is :http://www.ticketbusters.co.uk/

you dont have the faintest chance of a successful appeal here, you arent allowed to park on a double yellow line for any length of time, and the fact you got there after he had issued the ticket doesnt mean anything either. Ignore the advice telling you to throw it away, they do follow them up and if you dont pay it could end up with your car being clamped and towed away, or bailiffs knocking at your door one day

Some authorities have a policy that if you return while the warden is still present then they have to remove the ticket. Find out if your authority has this policy, and then make an official complaint, claming your case. If they are such a borough, then they will dismiss the fine immediately.

You shouldn't park at all on a double yellow line!
How long you were there is irrelevant.
You were parked illegally!
EDIT - I read your extra info, but it doesn't change anything.
Parking on a double yellow line is illegal. End of argument.

Read on the ticket, and see if it tells you what to do if you want to challenge it.
Most likely you are going to just end up paying it though.

I agree with hill, to get a more accurate answer, could you please re write your question as it is rather hard to understand what you are asking. Or add a comment to this original question.

I know you're probably upset a bit, but can you rewrite your question? It's a bit hard to understand.
