Freedom is the ability to refuse without a negative consequence accruing from that refusal.

If you refuse to pay taxes you will have your property taken and perhaps thrown in jail. You are not free in this respect. In many countries if you refuse to serve in the military then you just go on with your life. You are free in this respect.

The consequences in question only apply to the act of refusing itself. If you refuse to follow a friend's advice and something bad happens, it is not usually your friend who made it happen. You were still free, you just chose poorly.

Freedom...is never free. Its a figment of our imagination to which we will never have. The government stll has a sense of freedom over us. Tribal groups, are overlooked by chiefs, who disarray some of their freedom. No one will ever have complete freedom.

In the political sense it means the freedom from government coercion.

It means upholding individual rights (your right to your own life, liberty and pursuit of your own happiness).

You can't have intellectual freedom without political freedom and you can't have political freedom without economic freedom: free markets/Capitalism.
