There were only 13 colonies: Georgia, South Carolina, North Carolina, Virginia, Maryland, Delaware, Pennsylvania, New Jersey, New York, Rhode Island, Connecticut, Massachusetts, New Hampshire.

Florida was under British rule and would have been the 14th colony. However it was only under British rule for 20 year - 1763 to 1783. Florida was colonized by Spain, ceded to Great Britain and remained loyal to Britain during the Revolution. Neither Spain nor Britain did much to settle and improve the territory. The other 13 colonies didn't regard Florida and Spain got it back for aiding the Americans during the Revolution.

There were only 13 colonies that ratified and became the United States. The first colony to actually join the original 13 was Vermont.

You are forgetting Canada which remained a British colony after the American revolution. Canada was in fact asked to join by the thirteen colonies but refused as many American Loyalists had settled in Canada. This was to be a fundamental difference between these two great countries.

The Continental Congress invited Quebec to join them in declaring independence from Britain, but the chicken-hearted Canucks said no. So no 14th colony.
