Homer, he makes an honest effort to be a good dad, even if he comically falls short every time. He was voted TV's best dad too. Peter Griffin, while entertaining, is just a simple bumbling idiot.

They are both idiots, but usually Homer ultimately wants to do what's right. I don't see that quality in Peter.
Besides, Stewie would quickly assume power if Peter were President and enslave everyone.
