to mental hospitals to get the help they need?

Also being male and having highlights indicates mental problems as well. What should be done?

Your question is a little confusing. If the person is already a mental patient, but not committed, are you saying that he/she is being treated involuntarily on a time-limited hold order? Or is this a voluntary patient? Often when a person is willing to be treated voluntarily, the judge will not even consider commitment. Also, commitment laws vary from state to state, so you may want to check with a local attorney.

If you do pursue the commitment route, you will need far better evidence than the patient's belief that the US is a "fascist state." This, in itself, is not delusional, but merely a political opinion. On the other hand, if the patient believes, for example, that President Bush is literally Hitler in disguise, that would be considered a genuine delusion.

Hmmm... never really thought of the US as being fascist.

Fascism:
A system of government marked by centralization of authority under a dictator, stringent socioeconomic controls, suppression of the opposition through terror and censorship, and typically a policy of belligerent nationalism and racism.

They do basically have a dictator (I mean, you get to choose Democrat or Republican for your dictator, but either way you get one all powerful President and his Party) and the Presidents authority is near absolute. There are definately stringent socioeconomic controls, and while I wouldn't say theres censorship of their opposition, there is Terror. I'd say declaring war on Iraq on the basis of weapons of mass destruction that did not exist and not withdrawing upon proof that such was the case would fall under using Terror. They were told as much by the UN before delcaring war, that there was no proof of such weapons. They basically wiped out Iraqs government because it was opposed to the US and they had Oil. Now they want to do the same to Iran who happens to oppose them as well. In regards to belligerent nationalism and racism... The US has plenty of that...

So... as it turns out, the US really is a fascist nation according to the dictionary definition. You learn something new every day...

Actually, denying reality is a sign of mental illness. And to deny that America is creeping toward fascism helps no one.
