I don't know what kind of paint it is, but it's translucent. It's on a glass bowl that has roses embossed in it, so there a lot of nooks and crannies. It was probably applied at the glass factory and they wanted to to make it look like old carnival glass. I've tried ethyl acetate, toluene and acetone. Acetone seemed to work the best, but there's a few places that are stubborn, especially in the design.

at the hardware store you can buy an item that's called "zip-strip" paint and finish remover. semi-paste
read the instructions- use a small artists paint brush to apply it. it will get into the nooks and crannies you speak of. you let it work for about 15 minutes then remove. be careful it's very caustic but to the best of my knowledge it won't harm the glass.
