Your water lines may be plugged with calcium deposits, this would include the water line that feeds the water heater. Since the problem is just with the hot water and does include all faucets, then the problem must be something that is common to all the componets. If the water pressure is fine with the cold water, look closer at the piping around the water heater.

You could possibly have some sediment in the screens of your faucets. Remove them and get out all the sediment. Try using a toothpick over just running them under water.

you probably need a new water heater ( it's not a hot water heater..you can't heat already hot water.)
