They have a new one every four years. There is a committe that decides what the platform will consist of. They supply the goals, and advise the means of achieving them.
2008:
Democratic Party Platform,
1. Prosperity,
2. Progress,
3. Peace, No war and secure the borders.
Republican Party Platform,
1.Victory in Iraq.
2. Border security now.
3. Winning the war on terror
4. Cut earmarks/pork barrel spending.
5. Change education. Programs for initiatives that value our
young
6. Abortion. Overturn Roe vs Wade
7. Immigration reform. Secure the borders and fix the system
8. Gay marriage not to be allowed, marriage is a union
between a man and a woman
9. Political speech, freedom of anyone, even churches remain exempt.
10. Tax rates, lower taxes fuel the economy. Less tax means
more public sector spending which increases the GDP
and more importantly wealth. Wealth creates jobs and
more business which feed into local state, and federal tax
systems. So, the Bush tax cuts should be made
permanent. Small business tax should be reduced to encourage job creation, and competition. Finally, the estate, (death) tax should be abolished forever. No family should be taxed twice on their earnings nor have to be concerned with tax payments and loopholes when it comes to passing on their life's work to their children or other family.

Socialist took over the Democrat occasion after the vietnam warfare. that is why there are this variety of super variety of Republicans like Rick Perry who was once Democrats. Like Ronald Reagan mentioned "i did no longer go away the Democrat occasion the Democrat occasion left me."

They don't have one.
They are counting on the Bush Derangement Syndrome to get votes. If you listen to the candidates, they're all on a different page from one another. Hillary is all about changing the US from Capitalist Democracy to Capitalist Socialism. Obama is about changing the way things are done but he's really too inexperienced to do it. Kucinich is about, well, declaring that he was right when he wasn't and preparing us for the aliens to arrive. Bill Richardson is all about the border, which is good, except that all his other policies are suspect. Ed Dodd is all about saying his name, and being careful not to call himself Dudd. John Edwards is about providing quality haircare to... well... himself.
Only Joe Biden is making any sense out of that group, and the Libs are against him. They want Hillary and refuse to face that she is thoroughly unelectable as she is such a polarizing individual and more than half of Americans would rather have a root canal on a healthy tooth than vote for her.

Appear to be the ones who will "give" things (college tuition, medical insurance, food, money, etc) to the masses. Create class envy so you can paint the wealthy as evil, greedy Republicans. Pretend to represent diversity, but do it only when absolutely neccesary. Defend your fellow Democrat no matter what he/she has done.

The new one doesn't get voted on till Democratic Convention, and Kerry rarely discussed old one, so don't recall what it's major planks where.

Which one? Hillary's, Barracks, Kucynich's...they all have different platforms. I haven't seen one, consolidated democratic platform in a long time. But, Don't fret, they'll all be singing the same tume in about 6 months, once the primaries are decided.
