Im trying to make these boots but i dont understand the last instructions on this round (the capitalized part:

Round 1: 1 sc in 2nd ch from hook, 1 sc in each remaining st of ch to last st, 4 sc in same st (toe inc); working on other side of ch, 1 sc in each st to last st, 2 sc in same st (heel inc), JOIN WITH A SL ST

I know what a slip stitch is but i dont understand wher it goes. So far my yarn is in the shape of half a long oval...is that how it should look? This is what im making

Also when it says toe inc and heel inc...what does the inc mean?

Connect the material with the sl st and then you will see the next row will tell you to make a chain to start the next row. With this pattern it appears that you will be going "around in circles" as opposed to turning to start the next row..

join the first st and last st you did with the slip st to make a round, this will produce a circle.

INC means Increase. so that means toe increase and heel increase
