This is something you find in the USA and other select countries however, there are countries where this is not the case. I have been to nude beaches in various parts of Europe and this is not the case. For example, when I was in Italy I seen whole families at the beach naked. A Mom, A dad, a little girl about 2yrs old, and a girl about 15 or 16 and a boy about 12. They were all naked and they ate lunch, swam, played soccer. I was in shock, it was so weird to me because I am American but not all cultures look at naked-ness as sexual.

its just a common acknowledgement that a persons body is their own belonging and privacy and that it shouldn't be looked at without the persons approval.
