NO -- it is the parent's responsibility to pay child support, not the government
The government is NOT in the business of giving away free money for the sake of giving away money. There are no grants for paying bills, no grants for paying off credit cards, no grants for getting out of debt and no grants for simply fattening your wallet.
Grants are free, but it means OBLIGATION. You will be obligated to do as the grant sets out to do. Grants have objectives, and your purpose must fit the objective of the grant.
For one, you have to write the grant application and the grant application is not a simple document - you have to explain how your purpose for applying for the grant fits well with the objectives set out by the grant.
There is a stringent review process through a committee. You will compete with other applicants for the grant money, and this grant review committee will evaluate the merits of each proposal. Only those that they feel exemplifies the objective of the grant will be approved.
You can go to the Catalog of Federal Domestic Assistance (CFDA) http://www.cfda.gov and Grants.gov http://www.grants.gov - these are two sites created by the federal government to provide transparency and information on grants. Browse through the listings and see if you can find any grant that would support your purposes.
Even if you buy books on "how to get grants" or list that supposedly has information on grants -- all of them are mere rehash of what CFDA has, albeit packaged differently.

On the contrary, Although there are not any specific grants to pay off responsibilities like Child Support there are grants to pay bills.
I'll say that again there ARE grants to pay bills fix homes etc. Many people don't know sources to find these out so they don't know they exist.
There are even grants that cover you for specific things like, if your a single woman, or a specifc race, or certain income. Look hard and deep or remember that with every hype statement there is some amount of truth hidden in the message.
Kevin Trudeau had a new book called "Debt Cures". I have his books "Natural Cures..." and "More Natural Cures..." They have rock solid references to what he says and he has not let us down. I believe his new product will reveal what most of us look for.
Watch the infomercial I normally don't believe many of the hyped up promises of infomercials but I personally have Kevin Trudeau's first two books. FREE just pay shipping.

Sort of - Social Security sends payments for children's support in addition to disability benefits for those who qualify.
There are also programs that forgive debt on some condition or the other - for example if you attend a parenting class or if you agree to pay some debt off - this is an indirect grant because it forgives money owed in child support if the child support is owed to the State.
Welfare benefits also is a form of child support grant.

Emergency TANF (Temporary Assistance To Needy Families) is the only cash subsidy I know of, and each state has different eligibility requirements. The length of time benefits can be received is also different in the various states. Food Stamps and Low Income Utility Subsidies may also be an option, but again, there is an application process.

So, to answer your question..nope..they go by income..and a certain percentage of it...... in alot of states..the more you see your child..the less you pay in child support..
my advice: see your child often!
