The phrasing of a lack of options (or choices) is a linguistic invention.
There are 2 scenarios.

1. The salespitch scenario. Describe the very few options painted as prettily as possible. This is a "reward"
2. The disciplinary scenario. Describe the very same few options available as punishment for errors/omissions/commissions. Make it sound very very punitive.
