It comes from a workbook of the U.S. Constitution.
But I need to know if its a fact or opinion?

Of course it is fact. There is a good article on the Magna Carta on wikipedia, and the history up to and leading from that. I bet if you looked up the US Constitution there, you will find there were many other documents between 1215 and 1776 that worked around some of the issues that the Founding Fathers put together in the Constitution.

Aside from the mentioned Magna Carta which introduced the idea of representative government. There was also a little thing called the Declaration of Independence and don't forget the writings of Thomas Payne in "Common Sense". And even the musings of Ben Franklin were relevant to the formation of our early government.

Yes, in particular the Magna Carta, 1215 AD.
