Could someone please give me a formula to convert mg/l or the E in beer lambert law into a percentage.

If you are measuring water, then 1000mg = 1mL, and 1 L = 1000mL. If you are using something with density different than water, then convert mg to g and use

[g/mass of 1 liter in g] x 100%

Although, E (the extinction coefficient) units are M-1cm-1, so I cannot figure out how the percent calculation will help you.

Pay attention to the units. mg is a measure of mass l is a measure of volume. In order to get a percentage, you need to have mass per unit mass or volume per unit volume. If you know the density of the liquid, the mass of one liter, then you can calculate a weight percent. If you know the volume of one mg, then you can calculate a volume percent.

Divide 3 by 7 and then multiply it by 100!
