They set some things as not viewable because some things are considered best judged in live action. They also do this because they want reviews in place to get things right but not at the cost of the speed of the game. They want teams using reviews for big playa and not for a holding call.
The one thing I heard today that makes sense to me is that in the final 2 minutes of each half anything should be up for review since it comes from the officials.

Your rationale about slowing down the game is flawed. The teams would still have the same number of challenges if they could used them for penalties as well. The reason that they do not, is because it is more of a subjective, judgement call. Whereas where the ball goes out of bounds, or if a ball is fumbled is purely objective.

"Judgment" calls are not reviewable, however with the obvious lack of judgement displayed by so many officials the NFL needs to rethink this. I don't know what the answer is but I do know the two dumbs&*ts standing under the goalposts should have seen that field goal was good. Fire them, hire people that aren't deaf, dumb and blind? If we common people performed that poorly at our jobs, we probably wouldn't have jobs. Unless we worked for the government.

I think it is because they want to keep the game moving and if they had to review every call and play the games would be ten hours long. Do more things need to be reviewable, YES, and they should have two challenges per half, just like timeouts.

They can't review penalties because penalties are always a judgment call by the officials. So if you reviewed it, you'd be asking one official's opinion to override the other official's opinion, which would cause problems.

Even the reviews aren't getting it right (Like Oklahoma's TD against Texas Tech and the Oregon fiasco last year).

calls that are considered "judgement calls" are non-reviewable....only the "black and white" , he was in, he was out, he broke the plain, he didnt etc are reviewable
