You cannot use public bus stops for any vehicle except a municipal transit bus. There is no permission that will be given, only tickets. If you are charging for passengers, you have to have commercial livery (taxi) plates/registration, and insurance, as well as a taxi licence from the city. You also need a Class A, or Class 1 driver licence, or the equivalent, that allows the driver to get behind the wheel of a taxi. Most cities restrict the number of licences they issue.

You can drop off passengers at the curb in an area marked as a bus stop, but you cannot sit there and wait to pick up passengers.

You do need a special license. In my city you have to have a sinking fund sticker on the windshield to park while you unload the truck.
