Make sure nothing is blocking the stairs. There are stairs, right? If they accidentally get deleted your people can't get upstairs.

first make sure, there are stairs, if so give yourself a pat on the back. Second make sure nothing is blocking the stairs, like a wall, toy, desk, etc. Then if they still won't go up the stairs make sure move objects on is off, the stairs might not be in a place that they are aloud to be in, if you don't know what i am talkingabout you don't have to worry, cause then thats probably not the case. make sure there is floor on the top of the stairs so they can actually step onto the ground once they reach the top. Have you ever tried Ctrl+shift+c and typed in moveObjects on. then in buym ode you could just move the person to the second floor.

Make sure there's nothing blocking the stairs, either at the top or at the bottom. You can try deleting the stairs and then putting them back in. Since it was a custom house, though, it's possible the person who made the house didn't test it for playability, just built it and uploaded it. Or if they aren't the "regular" stairs and were built using the shorter sets of stairs and curved around, they may not work.
