it is so everyone understands the penalty or the like and the subsequent ruling... and so the people at home can hear for themselves and not solely rely on the reporters/announcers doing the game...

I am not sure what the guidelines for what calls could be challenged and what could not be challenged. The rule book would need to be adjusted to reflect who goes where when a play is overturned. It is easy to say that they just implement a challenge system but I would need to hear what could be challenged. Foul Balls, I could see a possibility with that although where do you put the runner. Out at first, may be a good thing but then you have a tentative Umpire at first worried about if his call will be over turned...that leads to more review. Maybe at first they should have a buzzer on the base and every time the runner hits it the whole crowd hears it! Home runs for sure, they should be able to get this right at this point. Close play at home (or any other base for that matter) I could see a chance that this would be valuable but a ten minute review might get old real quick...but it would be a boon for the beer vendors! It is all about how MLB structures their rule set in regards to the replay and what can be reviewed, what counts as a challenge (a Manager yelling from the dugout could be misconceived as a challenge in some Umpires minds). Balls and Strikes should never be up for review and any system to dictate that is useless.

It is purely for those in the stands. The people at home always know from them being able to put it up on the TV. It is also for the sake of the ref explaining why it was a penalty sometimes. The players are told the penalty by the ref and the coach is told about it, it is simply for the fans.

I think it is more a courtesy for the fans watching on tv because the score board is hardly ever shown.

Some announcers just can't shut up ; they love the sound of their own voice.......I find it VERY annoying.
It seems to be happening at a lot of sporting events now.
