Ghetto is your state of mind. Ignorance. No class.
Living in the ghetto does not mean you are ghetto.
Drinking 40's does mean you are ghetto.
Smoking weed does not make you ghetto.
It's all in how you carry your self, the mentality you bring to the table. Do you have aspirations to get out of the ghetto? If not, then you just might be ghetto. Is the ghetto all you know? If so, then you just might be ghetto (might). I say *might* because a person might know the ghetto as all there is, but still have an inkling to do better. Then again, they may have aspirations to leave the ghetto, but since the ghetto is all that they know, they will never raise about their current situation, thus carrying on the stereotype.
In defining ghetto, there are no absolutes, no definitives. It's just in your mind.

Being ghetto is the hip-hop equivient to being a redneck. It is more of a state of mind, than where you live or how much money you have. Lots of people who grew up ghetto and then "made it" (See hip hop artists) are still ghetto, even with millions of dollars.
Some regular examples of ghetto:
Buying new $150.00 athletic shoes, but not paying your rent.
Having no job, selling your plasma and using the money to buy a fake Louis Vuitton bag.

No. Ghetto is a socio-financial attitude. There are White variations and Black variations, Latino variations and Asian-variations. somebody would be adverse, yet not ghetto--maximum would be working classification adverse individuals who attempt to get forward. They inspire their little ones to get a powerful practise and attempt to be effective. Conversely, a "ghetto" individual can unexpectedly develop into prosperous, however the 'hood isn't a ways at the back of. Examples: incorporate professional athletes or musicians who unexpectedly develop into prosperous yet throw it away on drugs, automobiles, clothing, events, and so forth. considering that's what makes you enormous in the 'hood.

Driving a new car with expired stickers is sooo ghetto!! or purchasing a dress from a store to go to a club, only to return it the next day is ghetto. Leaving your christmaslights on all year long is ghetto. Putting your utilities in your kids name who are.like only five years-old is ghetto-fabulous!!

basically it's all about attitude...
i.e.
person 1) LOUD!!! abnoxious (sp?) and just doesn't care where they are, they'll say whatever, whenever.
vs.
person 2) Can be loud at times but tries to control themselves. They observe their surroundings before they go off on somebody/say something innappropriate.
person 1 might be considered ghetto...
