I would venture to say Nigeria. The monarchy there is HIGHLY corrupt and even you can have in if you have the correct anti.

It depends on what your definition of "most corrupt government" is. I'm not sure what governments' national leader or legislature takes the most bribes or does the most "under the table" sort of deals, but North Korea has the largest counterfeiting operation that I have heard of (it's actually a big problem with the treasury, North Korean 100 USD bills are called "super bills" by treasury officials, and it's really hard to tell the difference between the fakes and the real ones). Other than that it's usually speculation and dependent on someone else to have counted every cent going in and coming out.

The USA. We have given up essential liberties for what again. They ability to feel safe even though Bush always says that terrorists are just around the corner.

Lets not also forget the missing weapons and money in Iraq.
