That varies from person to person. The ability or desire to masturbate is not necessarily an indicator of being capable of producing children (babies as young as a couple of months have been reported to masturbate).
Also the ability to ejaculate is also not a definite indicator.
However, during the onset of puberty - on average between 13 and 15 for boys, can be younger, can be older - the production of spermatozoa begins. Theoretically from this moment you are capable of making a woman pregnant.
If you are under 16 (in most countries - 18 or older in some) you are still considered sexually to be a minor and therefore according to the law are not allowed to have sex. If you are a minor, you can think about sex but leave it at that - wait until you are a little older and can weigh up all the consequences for both you and your partner.
No matter how old you are, underage or not, you should always make sure you have safe sex.
