Most of these science departments are so busy working on their own projects that i dont believe they will even consider a suggestion,, You may be able to search for a science dept, in the www.org type of web search and find some but good luck,,

I'm not sure what you mean by a "science department." Certainly in universities, departments are much more specific than that: chemistry, physics, botany, zoology, astronomy, etc. Most people in such departments are fully occupied with teaching and their own personal research that it will be tough to get anyone's attention, unless the suggestions is really clear and well documented.

No, but don't feel bad.
I worked for 3 Deans during 28 years and we hardly ever did anything about their suggestions, either.

Hi. "make any suggestion and they will do something"? No. You need to go to the government for that.
