Not sure exactly what your asking but there is a medical condition known as Koru or Genital Retraction Syndrome, which is primarily thought of as a cultural disorder men affected by it think their genitilia is shrinking into their body and will continue to until it disapears ultimately causing death...

Could just be low testosterone level. Depends on age.
If your young you may still be growing.
