we are renting a old house and have large gaps where the door closes. What kind of weather stripping can I get. the self adhesive is not working, and being a rental we really dont want to spend a lot of money.

Depends on what you want to do to the jamb. I would recommend going to Home Depot where they have door seals which are mounted on a aluminum plate which you nail in.

What keeps the self-adhesive stuff from sticking? Is there wax or oil or something on the door or frame?

If necessary, I'd use a staple gun to tack the weather stripping into place.

Depending on which state you live in, you may be able to deduct the cost of the weather-stripping from your monthly rent. Know your rental rights!!!
That said, Menards carries the nail-on weather stripping which seems to work fine.
