Put it this way: do you have to convert number of cents into number of dollars, or can you just leave it?

35.5 mg Cl- is not one mole of Cl atoms; it is 1/1,000 of a mole.

most formula weights are given in terms of g/mole..so if you just left it in mg's the answer would come out wrong. You'll either have to convert the mg to g or you'll have to convert the formula weight from g/mole to mg/mole. Its pretty easy- just move the decimal place on the mg 3 places to the left and you have the number of grams (3mg=.003g)
