Who is this "new" guy character they brought back on B & B?

I'm a new viewer and don't know the show's history.

He's hanging around the show, Jake? He made the stage rise. He isn't Storm or Steven. He had a video camera and they yelled at him to put it down.

Yea the guy jake who was helping set up the equipment on the runway and everything.

Are you talking about Stephen or Storm? Stephen is the Logan sister's father and Storm is their brother. Other than that, I don't know who you're referring to.
