Well, I suppose one can't get himself running so fast without rigorous life rules, which include absence of drugs, alcohol or cigarettes, besides these constant training guided by professional is needed, as well as special nutrition... And that's not close to everything needed; it's a way of life being a sprinter, of that I'm sure !

Sprinters are essentially born not the outcome of some training programme. Steroids and other designer drugs, as used by Flo Jo, Christie, Wells and all the rest, are the main reason for the improvements of the last 40 years. Remember, only the very stupid get caught.

Proper and regular training increases the number of mitocondria in cells. Mitochodria is needed to produce energy.

It increases amount of mitochondria in the muscles but regular excerise increases the amount of alevioli in the lungs for oxygen and increases the size of capiliarilles so more blood can diffuse into the muscles faster.

I would imagine a lot of strenght, endurance, flexibility, and quickness training and of course the proper diet.
Then you have to learn to run the right way to maximize your efficiency.
