There's no site that I know of solely dedicated to watching one and two act plays, but there are sites dedicated to buying the rights to performing those plays.

If you want to watch clips or scenes, youtube is your best bet or renting DVDs of previously produced productions. Some are staged or made into films. I know you said not YouTube, but you can actually piece together full shows from scenes that are posted there and for what you want that may be your best bet unless you know someone who has been in a show that you want to see and has access to an archival tape of the show.
