I know this guy at work who insists he is right about EVERYTHING. And when he sees someone else's work, he'll go over to them, and as if giving them a compliment, will say something like, "I was checking on your work, and I can tell you that I found it right on target" (with the emphasis on "I" as though now the other person should feel good because this 'genius' determined it was good). When he 'compliments' me on my work, I say 'That's nice, but I don't really care what you think' Am I being mean? This guy won't change and I just feel he needs to be told by someone that not everyone thinks he is 'brilliant' since everyone else is afraid to say so.

Sounds assertive but a bit too agressive to be assertive so possibly he is just egotistic, easiest way to deal with egotistic people is simply just consitently compliment without sounding sarcastic.
