Well, airplane cushions can be flotation devices only if you and your seat cushion survive the crash into the ocean...
The only reason a cruise ship might need parachutes would be if a hurrican flung the ship waaaaaaaaaay high up in the air... then the people might need parachutes coming back down...

Well, I get the joke, but it doesn't really apply, airplanes do sometimes land on water, cruise ships almost never spontaneously fly up into the air.
I imagine statistically, if the seat cushion could be used as a body bag it would be more useful, not that that would be a comforting thing to hear from the flight attendant. On the other hand, how comforting is it to think you might need a flotation device? well, I suppose more than thinking that you won't need one in the case of a water "landing", unless, of course, "Jaws" was the in flight movie.

No it can't use as parachutes, it only floats in water. Parachute needs air for fly.
