Hi! can I ask something about IT?

I have a problem about my thesis, I'm doing a computer program about Grading System that needs to send SMS to other Cell Phone with different number. I don't know how to program it. Can you pls suggest anything that can help me to execute this thinking. thanks

My teacher says I can use Cellphone then connect it to the computer, then the time that I am now sending grades to the students, I'll send the grade to the cellphone first then the cellphone now send the message to every cellphone number. Is that right??
