If a pharmacist has a leicence to pratice in Romania can they also pratice in the usa.How do they go about getting a liecence to practice here?

No, you can't practice. You need an American license. First, your degree must be deemed equivalent. That means if you graduated after January 2003, you'll need a 5 year degree.
If the degree is fine, you then have to take the FPGEE and TOEFL. Then, if you pass, you can start your internship. Once that is completed, you can take the NAPLEX and MPJE. On average, this will take 1-2 years.
