i believe tasers could be used when the suspect clearly presents a threat to the officer.

Police officers are not allowed to use excessive force to subdue a suspect, or to keep anyone "in line". If they think that a suspect in custody is a danger to himself, to others, or to the officers themselves, they will restrain the guys with handcuffs, or even hog-tie him.
"Unarmed" people can still be dangerous. It would be more accurate, and fair, to say that 79% of the suspects appeared to be unarmed, and that turned out to be true after they were properly searched. A knife or a gun can be easily concealed in bulky or loose-fitting clothing.
Even people who are truly and obviously unarmed (for example a naked person) can still be dangerous. Manic persons, for example, can sometimes have strength that appears to be superhuman, and so can drugged up or even drunk guys.
Just because a suspect is unarmed, and gets tasered does not mean that Canadian police torture guys.

Nick think about liquor or drugs. I remember a guy that it took eight police to take down at a bar. Now think about some big bruiser getting mad about his girl and going haywire. Then you see the story of an idiot kicking the policeman in the chest as they fight to get him in the care after being handcuffed and the policeman passed away. No reason for them to hve to do this.
SO as far as I am concerned if someone is stupid, crazy or doped up enough to start trouble and fight the long arm of the law, why waste energy and injury when you can at least slow them down with one. It can also be used t bring someone down with say a knife or bat, instead of popping them. Take care. Then again this could be only the beginning of a police state and they are experimenting on us. Good point. Also Canadians are more docile that the "cowboy' Americans.

If they do not comply with the authorities then I believe that it is alright to do. If the supsect, fugitive, or whomever is under question by the authority at hand is not following orders, what else would you do? Tasering is simple and effective with no long term effects. I believe it is right. Follow the law or suffer the price.

They don't get shocked if they comply with police officer requests. It is opposing the orders of law enforcement that result in control being applied. That is not torture in any way.

Oh, I don't know. Why don't you ask any of those officers who have to undergo a good taser "torture" themselves in order to qualify to carry a Taser?

The author of this article is a writer, not a cop. You'd be amazed how one good fight with someone who is resisting arrest, whether they're armed or not, would change his perspective.
