Why is the ER considered the "circulatory system" of the cell?

because it transforms poisons, waste & toxic substances to harmless products. Rough ER has ribosomes which constructs proteins; Smooth ER which has no ribosomes processes lipids & carbohydrates

Because things that need to get in or out have to go through it. Proteins & all that jazz.
