I dropped out of college about a year and a half ago and would like to return to school. I'm looking at attending a CUNY. I am planning to enroll as a non-degree student for the spring and then apply for a degree programme. Since I'm not enrolled in any college at the moment, I wouldn't be transferring from any school. Do I apply as a freshman applicant, a transfer student, or something else? What would a general rule be for other schools?

As a non-degree student, you probably don't have to worry about this. However, if you eventually want any of your previous coursework to transfer, you need to apply as a transfer student.

I did the same thing at CUNY a number of years ago.

Since you earned previous credits you're applying as a transfer student. It gives you a later deadline than the usual enrollment dates.

Apply as a non-matric now (before the deadline passes) and, at the same time, apply for admission for the Fall semester.

This is the general rule at other schools, but it's worth it to send an e-mail and check.
