No, companies just say that because they don't want to pay you the money that you should be paid because of your knowledge.

Most places want employees that are just smart enough to do a job so they can pay them as little as possible

Companies can be reluctant to hire a person who is overeducated for the job, because they're afraid the person will continue looking for a better job and won't stay long, and whatever training time they spend on them will just be wasted.

Yes it is possible, it will all come down to how well you can convience a potential employer during an interview that you are over educated
