is there a web site that tracks car changes?
So I could see the difference between a 2001 and 2002 of car X.
Then I could look at the differences between 2002 and 2003.
Etc....

I've never seen a web site .... BUT, If you read the car review it will usually says the difference from the last year. Its not hard to find cars reviews from past years, I've used goggle to do this.
