Yes, although it's incredibly rare - the vas deferens would have to spontaneously rejoin. And it's easy to find out - just have his sperm count checked. If he's fertile again, then you have your answer. It isn't something that can come and go randomly.
I assume from your question that you're pregnant, and that your husband has had a vasectomy. Assuming that he isn't fertile currently (by far the most likely), how could you get pregnant?

The chance is extremely remote, but possible if tubes were not properly cut and sealed.
There is a very small chance (less than 1%) that a man's partner will become pregnant after he has had a vasectomy. A vasectomy can fail if the tubes were not completely sealed off during surgery. Sometimes, the cut ends of the vasa join together by themselves, or an opening develops that lets sperm pass through.

If he had a "traditional" vasectomy, then the odds are not very high (.5%). If he had a so-called, "Hi tech" vasectomy, then the odds are mugh higher (4-5%).
If you are asking about reversal, then the odds of success are about 25%. The cost is about 10 grand. If he gets TESE, then the odds are much higher, but the cost is about the same.
Keep in mind that most places that advertise vasectomy reversal, and fertility treatments via spam or on the internet are frauds. Medical identity theft is a big thing these days.

I have heard that in rare cases that you can get pregnant, but I mean very Rare!!!! If it was true after 10 years after having the vasectomy done and they grow back, then would need to go back every 10 years for another op, and I ma sure that this is not true. Get him to have them reversed.

Oh yes it is. A very good family friend of mine has a 16 year old. Their next youngest is in their 30's. They have grandchildren older than their youngest son!! It is rare, but it does happen.

Depending on how it was done, it could have failed and undone itself, or it may be surgically reversible.

yes. His seminal vesicles could fuse back together. Hence being able to once again create Sperm.
