Hi! The font is JumpStart: http://www.dafont.com/search.php?q=jump+start&nb_ppp_old=20&page=1&text=Jonas&nb_ppp=20&psize=s&classt=alpha
You can probably get that effect in lots of design/paint programs. Just search what textures are available in that program for the font field, there are probably tons of them or you can import a diagonal line cut from somewhere else and incorporate it into your texture library.

I'm not sure but I don't think that it is a font. It looks like it was made in a drawing program like MS paint. Good luck.
