Owning one is perfectly legal, being in the wrong place and caught there is not. You should be able to buy mini-lock picking kits at almost any hardware store and from companies that sell safes, locks, and security services (what was called a locksmith in the past.) Or on line. I have big hands and find the mini-kit really frustrating. There are really only two pieces you need, both made from really thin, really hard steel. One is a flat piece bent at an angle that you insert and pull on gently to torque the cylinder and slightly jam the pins. The other is called a rake and comes in a few hundred shapes, but is basically a bumpy or angled edge on a piece of thin steel. This is used for pushing, jostling, bouncing, or otherwise moving the pins while the torque tool is jiggered with. The idea is to bounce or push the pins up and down until the joint lines up with the cylinder until all are lined up and it can be turned. It really helps to understand what is going on inside. I worked in a very serious hardware store for 9 years and spent a bunch of that time rekeying and working with locks. There were some locks that I could fool with for 20 minutes and not get picked and I would hand it to a coworker who would have it open in under a minute. Then he would do the same 20 minute gig on another lock and I would get it open quickly. Most kits also include a really, really thin sharp piece with a arrowhead point on the end that is used for pulling broken keys.

In almost every state lock picking tools are considered burglary tools if you possess them without being a locksmith. It's best to forget this and not have a criminal record.

Take the Belsaw locksmith course. It comes with picks and instructions on how to use it. It does not come with the judgment to know when to use it and when to avoid getting arrested...
