If someone does not own any real estate and only has personal belongings that are not worth much, do they really need a will? This person has no children or parents alive. He has a brother. Would his brother automatically inherit his personal items? He has no debts.

While you don't need a will, the brother would have to have "heads up" to be on the spot when the person involved died. Possession is 9 points of the law, but if someone beats him to it and there is no will, he could be well out of luck.

Personally, I would say he should get a will. Even though he doesn't own much he should still get a will so he knows who is stuff is going to. Also in the will information like where would they like to be buried, cremated or what not. So yes get a will.
